SDAN 8 POINTS

 

The purpose of this document is to clearly state the key talking points for advocacy by the Self-Directed Advocacy Network of Maryland Inc (SDAN) http://Marylandsds.org. We are committed to action particularly in the areas of access to services, budgeting and staffing. Initiatives for each point are listed so that participants, advocates and DDA can work with us to improve the process of submitting and implementing the Community Pathways waiver for the Self Directed (SD) option. POINT 1. Write and implement the waiver in face-to-face meetings and continuous online collaboration among stakeholders and DDA staff.

  • –  DDA Senior Management commitment in May 2017 to have participants “at the table” not “arm’s length” reaffirmed in September 2017 meeting with SDAN.
  • –  DDA Self Direction Steering Committee established a working group including SDAN members in June 2017. POINT 2. Allow us to Self Direct all services and hire family members (CP Waiver Appendix C, E,I)

– DDA Senior management agreement in May 2017 to make an affirmative statement on family members and Rep Payees as staff. Reaffirmed in September 2017 meeting with SDAN.

POINT 3. Allow us to modify services in the budget without prior approval (Budget Authority) – (Appendix E 1 b, E 1 2 c, E 1 2 g AND Appendix E 2 b)

– DDA Senior Management verbal initiative in May 2017 to no paperwork for spending “within a broad category of Direct Support”

POINT 4. Create a new Waiver Handbook (User Manual) simultaneously with writing the Waiver.- (Appendix D)
– DDA Self Direction Steering Committee established a working group including SDAN members in June 2017

POINT 5. Clearly define and train for the roles of the Support Broker, CCS, FMS, Self Advocate, family member and DDA Staff by gathering input from individuals in each of these groups. (Appendix E,I)

POINT 6. Self-directed participant budgets should be standardized and should not be reduced for overhead.

  • –  Publish a single approach to setting the level of need and budget for Self Directed and Provider Managed delivery methods.
  • –  DDA Senior Management verbal initiative and work group in the Self Direction Steering Committee to include FMS & Support Broker services as an administrative function rather than item to be paid out of participants’ budget.

    POINT 7. Assure that Regional office staff are well informed and apply policies consistently

  • –  Should include Hogan Administration Customer Service principles http://www.maryland.gov/pages/customerservice.aspx
  • –  Develop shared online resources for use by both staff and participants
    POINT 8. Remove barriers to getting the right staff for the person with the right compensation
  • –  Support a network of resources and a hiring process to find the right staff
  • –  Improve the compensation options to retain the right staff
